The goal of the reform is to establish effective local self-governance and territorial organization of power to create and maintain a full-fledged living environment for citizens, provide high-quality and accessible public services, establish direct democracy institutions, and align the interests of the state and territorial communities.
The reform envisages the accountability of local self-governance bodies to residents for the effectiveness of their work and to the state for its legality.
